  • Ukraine Carriers (telecom providers):
    Two companies dominate the national and long distance wireline networks: Ukrtelecom and Utel, respectively. Ukrtelecom was created in 1993, when the Ukrainian Ministry of Communications (MOC) reorganized the national telecommunications structure by merging several MOC departments, and regional PTT's merged into the Ukrainian State Telecommunications Corporation (Ukrtelecom). Owning all transmission facilities, Ukrtelecom administrates the national wireline infrastructure.

    The long distance and international service provider Utel (UkrTelecom 51%, AT&T USA 19.5%, Deutsche Telecommunications 19.5%, PTT Telecommunications of the Netherlands 10%) was established in 1992. The company has thus far reinvested all profits into infrastructure development, primarily concentrating on achieving interregional and international connectivity.

The company is a facilities-based provider of integrated telecommunications services for businesses and other high-usage customers and telecommunications operators in Ukraine. The company is comprised of three lines of business: A Competitive Local Exchange Carrier (CLEC) with international / intercity voice and data carrier services; an Internet Service Provider offering dedicated corporate Internet and mass market dial-up access operating under the Svit Online brand; and a GSM1800 cellular service, Golden Telecom GSM.
